Do they normally not have fender flares? I've only seen one other in person up close.

See the lip fenders? That’s normal.
These are the factory-style racing flares.
It’s really weird to see a 240Z that has formed fender flares like the one you posted, given how cheap the factory-style flares are. They might be rolled fenders though, but I can’t quite tell.
The only ones with rolled, wide fender flares like the one you posted usually have full body kits or are significantly more expensive custom builds.

You can see them on the 240ZX, Z432, and any of the nissan factory race cars.
